Questions and replies at press conference 3/2006 YANGON, 9 April — Information Com-mittee of the State Peace and Development Council held press conference 3/2006 at the meeting hall of the Ministry of Information on Theinbyu Street this morning. It was attended by information officials, U Sein Win of Kyodo news agency, Patron of Myanmar Foreign Correspondents Club U Hla Htway, President U Sao Kai Hpa, correspondents, personnel from local periodicals. Local and foreign newsmen, officials of local media raised queries regarding the clarifications by Minister for Information Brig-Gen Kyaw Hsan, other issues and clarifications of five persons who involved in connection with FTUB Pyithit Nyunt Wai and Thein Win of NDD. Questions and replies are as follows. U Hla Htway (Nihon Keizai Shimbun) May I ask the minister a question? It is the question that I asked at the press conference in Lashio. The minister said in his reply that the government is still in contact with KNU and it still opening its doors for peace talks with KNU. The government did not mention the acts of KNU or attack on KNU. Their destructive acts are reported at the present press conference for the first time. I would like to know whether the fact that the government is still in contact with KNU is foiled or not and if there were engagements between the Tatmadaw and the KNU. Another question is that at the press conference the terms ‘other country’ and ‘Maesot’ were used. Can the groups, known as, insurgents or terrorists, start their operations in the other country? Does that country know about it? Minister Brig-Gen Kyaw Hsan Destructive acts of KNU were exposed before the previous press conference. But the government handled the issue magnanimously and their acts were not clarified. The government informed the KNU of their destructions and explosion and these acts should not have done during the peace talks. However, the KNU continued to commit their destructive acts. That was why clarifications were made at the press conference. But the government’s attitude on peaceful ways does not change and it still opens its peace door. The government is carrying out the tasks for restoration of peace. Nowadays the government does not launch any particular operation and it is responsible for safeguarding lives and property of the people. Unless the security forces cleared the plan to blow up the railways, there would be many casualties. The government took security measures to protect the lives and property of the people. Places where destructive elements can hide were cleared. The Tatmadaw does not launch particular operation. In connection with the third question, there is no change in both previous and present conditions.
U Tin Maung Aye (Asahi Shimbun) I heard that Saya Ye (a) Ko Than Oo made arrangements for demonstration of the nuns in front of the city hall and the embassy according to the instructions of Thein Win. Please explain how you were involved in it. I think money was spent on demonstrations and UG operations. How did you get and spend the money?
Saya Ye (a) U Than Oo On 5 January 2003, Thein Win told me that nun Daw Malar Ye was in the country. She preauaded some nuns to stage protests. He made me help them in their protests. In a few days, I came to Bago and met nuns Daw Malar Ye and Daw Thilawady. They said that the attempted demonstration on 4 January failed and they wanted a photo of Bogyoke Aung San and needed to talk with Thein Win. They made contact with Thein Win for 15 minutes through satellite phone I took. Then we made an appointment. After taking the photo of Bogyoke Aung San, they left Bago at 6 am. By the time we arrived at the Sule Pagoda it was about 8 am. The two nuns and I went to Pansodan. The plan was to go to the bus stop on the side of the park first and to give away pamphlets to passengers at the bus stop and at the flower shops at the Sule. Afterwards, they went to the City Hall. They left 10 minutes earlier than I and I followed them. I saw two young nuns together with four or five security members under the porch of the City Hall. Hence, I thought the protest of two young nuns had finished. And, I went back to Anawrahta Street and gave a phone message to Ko Win Myint from Bago. I told him that the protest of the young nuns finished; that they were taken by security guards; and that I would return to Bago. After that, a boy who related to Thein Win connected me with monk Nandavamsa. I discussed with monk Nandavamsa to hold a demonstration in front of Sakhantha Hotel at Yangon Railway Station on 12 February (Union Day). However, their attempts to protest failed. I returned to Bago, and I told Ko Win Myint the cancellation of the demonstration. On my arrival at Maesot, I met monk Nandavamsa again. I think it might be during March. Thein Win told me that Naing Lin, the monk, and Tin Moe had been sent to the country. Later, they staged a protest in front of the British Embassy. I heard Naing Lin ran into the embassy. Regarding the solo demonstration of Sgt U Kyaw Kyaw in Shwegondaing, he was a friend of mine, and we had met in the market of Maesot. During his holidays, he met me at May Thazin Bookstall. One day, we met with Thein Win. In our talks, Sgt U Kyaw Kyaw told Thein Win that he would like to make a protest. I learned from Thein Win that U Kyaw Kyaw had already left. So, it was assumed that U Kyaw Kyaw’s protest had come to an end. Each time I went to Thein Win for preparing a protest, he would give me about K 100,000. But, when I contacted him if the inclusive cost for a protest did not cover, he would send me more K 50,000 or 100,000 by money order. As far as I’m concerned, he was mainly funded by Pyithit Nyunt Wai (a) Ko Maung Maung. But I had no knowledge of Thein Win’s actual expenditures.
Dr Zaw Than (Sankei Shimbun): An incident once happened that a launcher was fired at a vessel in Kyimyindine. So, I would like to know whether or not Pyithit Nyunt Wai and Thein Win are involved in that attack. And how can you know exactly that they are also involved in the three bomb explosions on 7 May? To what extent is NDD’s Thein Win skilled in planting bombs as he is a member of PP-21? Saya Ye (a) U Than Oo: The incident that occurred in Kyimyindine may be in 2003. When I had a talk with him (Thein Win) at his book shop named May Zin, he said the one who fired a launcher at a vessel in Kyimyindine was a subordinate of Ko Maung Maung. According to Thein Win, Ko Maung Maung himself is skilled at arranging bomb attacks. But I came to know how much Thein Win’s skilled in making explosives when I paid a visit in late 2002 to his place in 200-baht market. There he was making something with a China-made watch, some wires, two dry cells and a bulb together with a man by the name of Ko Thet Khaing. When asked, he said he was just teaching him making a bomb as he (Ko Thet Khaing) was interested in it. That’s why I think he must be a bomb expert. U Myint Thura of Pyi Myanmar Journal: He said he learned that there was a woman in the hardcore of terrorists and he asked how she related them and what she carried out.
Daw Khine Mar Soe replied that at the end of December, 2005 after the release from the prison for the first time, she went to the other country which she worked before regarding money order to make relations between those who went abroad for their works and their parents. when she was there, her brother said that in Mae-sot, there was AAPP organization which supported the political prisoners and she could get whatever she wanted for help through Thei Win. When she arrived at Mae- sot, she went to Thein Win, he said to her not to worry about anything. And so, she asked him for the help that was necessary for her family. He promised to assist her in January or February. Lateron, she kept in touch with him once a month as she was in Mae- sot at that time. Whenever they met each other, he gave her K 200,000, K 100,000 or 50,000 to spend if necessary for her and he made her send K 50,000 or K 100,000 by chance for three persons that she had to make contact with at that moment, including the appliances for sale at the store. At such time, she did not know if people that they were talking to were UGs. Moreover, he said that they were together in prison and he wanted to help them as much as he could. Later, due to their saying, she came to realize that they were former NLD representatives. U Aung Shwe Oo of NTV News Agency asked Ko Yu Noot who his parents were and from which region they came. Yu Noot (a) Aung Cho Oo replied that his parents were from Myanmar and he lived at No 225 on 103rd Street in Mingalar Taung Nyunt. Regarding the bomb blast, he committed after meeting him while he went there to work. But, he did not know before that he made explosions like that and in fact, it was sure that he never took part in bomb blast if he knew it beforehand. Though it was against the law, he did nothing to crush the lives of people like Thein Win. Anyhow, he was ready to accept the punishment of the law. If I was released after being punished, he would keep on serving under the frame of the law in the interests of the people and the nation. U Thet Khine of Myanmar Times Journal asked U Khin Maung Win what Thein Win asked him to do and what he responded when Daw Khine Mar Soe came to him to give the money of Thein Win. U Khin Maung Win replied that Daw Khine Mar Soe arrived and he got K 50,000 given by Thein Win to assist him through Daw Khine Mar Soe. Thein Win left message to her for him that the price of paddy for the farmers in Okktwin Township was going down and he suggested to file a complaint to the government, the experienc-ed politicians and NLD together with a letter each. At the time of receiving the letter, the paddy and rice were at good price and there was no reason to be discontent among the farmers. He did nothing as there was no one to file a complaint. U Ohn Maung of Naing Ngan Gonyi Sarpaytaik said he would like to know about the facts from the interview with some foreign media conducted by Thein Win. Daw Khine Mar Soe said Thein Win was on the phone to a man when she arrived at his home. While using the telephone, he asked her to speak to a man who had sent some books and others to her. She had never seen the man and known his name. The man asked how she was and so was her imprisonment. She said she was fine and had been sorrow concerning her family. She felt astonished when the man had asked how the farmers in Myanmar were and if the government had forced them to grow summer paddy. There was nothing but growing of paddy in some irrigated areas by creeks. The farmers were allowed to cultivate beans where the beans can be grown. When she had met with Ko Thein Win, he asked how much the price of paddy in Myanmar was. She said it was about K 160,000. The men on the line had not believed what Ko Thein Win said. After she spoke to the men about the price of paddy in Myanmar, she stopped phone conversation. Once, she spoke to the men in May Thazin book shop. The men asked how sorrowful she had felt about death of Tin Oo. She got angry when a leader was called “Tin Oo” and said she felt sorry for the death. It was true that she had not known that was an interview, she said. U Ko Ko (Yomiuri Shimbun): It is learnt that a suspicious item thought to be an explosive was found recently at Yangon International School. I would like to know in detail how action has been taken regarding this if the incident was true?. And the second question is that salary of State service personnel has been increased since 1 April. I would like to know if the increase of the salary could lead to inflation?. How can such a large amount of money be obtained?. And how many State service personnel are there in Myanmar? And how much they constitute in the nation’s population? Director-General of MPF Brig-Gen Khin Yi : As far as I know, the incident at Yangon International School took place on 6 April. The incident was that teacher of the school U Win Htut Kyaw on 6 April found smoke coming out of a Cookies box in the toilet of students. And he put out the smoke on the assumption that it came from secretly smoking done by a student. It was at about 1.15 pm. And he continued his teaching and thought the incident over. Reflecting the two round objects thought to be explosives and strings thought to be explosive wires along with a London cigarette end, he informed the security personnel. It was at about 4 pm. The security personnel together with those from US Embassy inspected and exposed the incident. It is learnt that there are about 400 students learning at the school, most of them are the offspring of diplomats in Yangon. Two of the students did it as a matter of kidding. To do so, the two students bought potassium nitrate and sugar at a shop in downtown Yangon. To play a trick on the students to mark April Fool, the two students also bought firecrackers to copy Jolly Walker they found on the Internet Website. They mixed one to six ratio of sugar and potassium nitrate and heat the mixture. And then, they cool it down to such an extent that it became solid. At that time, they planted a stick onto the solid mixture and played such a joke on the students copying the findings on the Internet Website. In this regard, it is learnt that the US Embassy will issue a press release. U Kaw Kyaw Maung of the Central Bank of Myanmar: The number of State service personnel is only about one million. It is not safe to say that there will be inflation and a rise in commodity prices just as the salary of service personnel has been increased since the nation’s population is about 50 million. The money was obtained from proper collection of taxes. That is why it cannot be assessed that there will be inflation or deflation in this regard. U Aung Thu Myaing (Ji Ji News Agency): I would like to ask Ma Khine Mar Soe. What case were you sentenced and was the case to do with political parties? I would like to ask the government. Is it true to the price of petrol and diesel increase up to K 2500 and one unit price of electricity up to K 75? Daw Khine Mar Soe: I together with one of my friends went to Myawady to make a living according to my family’s economy in 1998. One year after, I returned to Myanmar. After taking 10 days leave, I got back. But the factory did not accept me because of being one day late. For this reason, I started to put up U May Tha Zin bookstall. While staying there, I asked the shopkeepers from the bookstall what I could help them. They replied that they had difficulties to buy books. I answered them to see to it and I bought books for them through my own expense. I saw the person so called Thein Win entering into the bookstall in March and he took out money and gave the girl sitting at the counter. When he left the bookshop, the woman I intimated told me that the bookshop was opened by students and Thein Win was a student. I considered it was a business and I continued buying books for them from Yangon 31st Street once a month. In July Thingan Nyinaung No 25 Investigation Unit questioned me and I was given four years by the section 17/2 and by section of 13/1. Information Minister Brig-Gen Kyaw Hsan: I would like to reply the question asked by U Aung Thu Myaing. Price rise of petrol and diesel up to K 2500 and one unit rate of electricity up to K 75 were rumours. As the service personnel were high paid by the government, the rumours came out. Daw Ei Ei Myat (Myomyanmar Journal): I would like to raise one question. I knew that the Yangon Mayor held meeting on stability of commodity price with officials concerned. The meeting focused on price control for commodities. If the shops did not follow the current rules, the authorities would take action against them. How many actions were taken up to now? Information Minister Brig-Gen Kyaw Hsan: Concerning the above question, there were not actions taken yet. Daw Nwe Nwe Aye (Myanmar Times Journal): The minister said in his speech about ILO case. ILO said there were no satisfactory measures on forced labour in Myanmar. How does Myanmar respond it? Would Myanmar keep on joining hands with ILO next or resign from it? After prescribing the law for amending trade and income taxes last month, Myanmar merchants sent a letter to leaders of the State. In the letter it was suggested that instead of collecting tax from them, the price of petrol and diesel would be enhanced from K 1500 to K 3000 and so would one unit rate of electricity from K 25 to K 100. How do the heads of state consider these? Deputy Labour Minister Brig-Gen Win Sein: Myanmar keeps joining with ILO now. Arrangements have been made for constant joining with ILO in future. . Information Minister Brig-Gen Kyaw Hsan: Measures will be taken for collecting tax in accord with the laws recently released. In this junction, the petrol price would be up K 2500 or K 3000 from K 1500 due to cropping up of rumors. U Min Zin (Living Color Magazine): I would like to ask U Aung Thein two questions. The first point was that Daw San San from NLD (LA) sent a satellite phone. Which local news was sent through phone? Which media did it consist of? The next point was concerning with sending money.Was money spent on sending messages or where was it spent? U Aung Thein: NLD (LA) and IMPU are illegal organizations but they have to live up to the resolutions and demands of NLD and other political parties as if dancing to the tune. I had to release the declaration after NLD’s political ceremony. I had to send the decisions made by veteran politicians and CRPP and NLD to Daw San San. In connection with the returning of Global Fund, I had to send the declaration made by new generation students. I don’t know how much money they get there. The money they sent us amounted to K 450,000. Members of NLD released from the jails were hospitalized and they had no money to buy medicines. We had to help them with the money. Moreover, we had to give cash assistance to funeral of some NLD members as much as we could. I spent about K 450,000 on such conditions. U Yin Kyaw (Hmukhin News Journal): At present, Myanmar Police Force has launched crime free week. I would like to know if there is success and what will be the next programme. It seemed the number of major crimes has risen. So, I would like to know future plan of combating crimes such as murder, rape, burglar and so on. MPF Director-General Brig-Gen Khin Yi: MPF launched the Crime Free Week as a pilot project to fully realize public life security, prevalence of law and order, and peace and stability. In doing so, MPF made an assessment of the crime rates in a specific area during a three-year period, and chose the highest crime rate area. And, the Crime Free Week was fixed for the area for one week of a month. In launching the campaign, MPF concentrated on crime control and prevention. If the crime free week meets with success, the people will accept and participate in the drive. Furthermore, if the crime free week does well in other areas, the people will be able to enjoy fruitful results of security measures in accord with the guidance of the Head of State. These activities commenced in November 2005. Regarding the murder case, Daw Nan Kham Mu of Thingangyun was killed on 6 November. As the case happened during the crime free week, the murderer was exposed within three days with the help of the people through the 199 report system. Though three persons were killed in a case on 22 November, those who committed murder were exposed within about two days. Likewise, murder cases that occurred in November, December and January were exposed in a short time or almost a week. Similarly, hundreds of burglar case happened in Yangon. In six other divisions, hundreds of theft and narcotic drugs cases were exposed due to launching the crime free week. These days, criminal cases did not increase. After shifting of Government departments to Naypyitaw from Yangon, some thought there would be an increase in the number of criminal cases. Before we moved to Naypyitaw, the number of major crimes was 37, afterwards it was 38. Hence, the number of major criminal cases did not rise. U Myo Aung (Kyibwayay Lannyun Journal): I would like to ask Ko Aung Cho Oo (a) Yu Noot a question. How much do you know about the destructive acts committed in the country under the tutelage of Pyithit Nyunt Wai and NDD’s Thein Win? Aung Cho Oo (a) Yu Noot: Once I saw Pyithit Nyunt Wai (a) Maung Maung come round to Thein Win’s house and they were talking about something upstairs. Maung Maung was accompanied by KNU’s Mehm Nyein Maung. They gave Thein Win a parcel. I learned later that inside the parcel were some weapons. Maung Maung, who is mainly responsible for bomb attacks, is providing explosives for Thein Win via whom they are distributed to Tin Moe and Aung Min inside the country in order to commit subversive acts. I am sure that Thein Win and Maung Maung masterminded the bomb attacks on the centres in the city because I had to give them the phone numbers of those centres. First I didn’t know Ko Thein Win would commit such acts. I thought he would only hold protests against the government as usual. That was why I gave him the phone numbers. He committed the acts under the command of Pyithit Nyunt Wai. U Hein Latt (Popular Journal): Yesterday I attended the meeting of YCDC’s committee for ensuing the decrease in commodity prices. At the meeting, rice and edible oil traders were requested so as not to further increase the commodity prices. So, I would like to know if the State’s plans to stabilize the prices of commodities on a national scale. Minister Brig-Gen Kyaw Hsan: The State has approved a pay rise for government employees in order to fill the gap between their former salaries and the increasing prices of goods. In doing so, to ensure no budget deficit, the State, after making thorough reviews and assessments, approved the pay rise within the framework of law by having systematically collected taxes and revenues for one or two years earlier. With the collected taxes and benefits gained from State’s projects, the government was able to approve the pay rise for the departmental staff. The ill attempts to increase the prices of commodities with profiteering from service personnel’s increased salaries are not a natural phenomenon. It is also unacceptable. It is because they will have to enjoy their increased salaries only after the end of April. Moreover, the commodities being sold at the moment have already manufactured before the approval of pay rises. With the overall production costs plus reasonable profits, such goods have been and being sold to the public. So, it is not natural if the prices of goods are further increased at the expense of service personnel’s pay rises. If so, it will be responsible for unscrupulous persons. In response to the question concerning the State’s plans to stabilize the prices of commodities, I would say that there are four strategies: (1) boosting production, (2) practising thrifty in order not to cause State budget deficit, (3) employing systematic management and supervision concerning the prices of goods, and (4) organizing ways to stabilize the prices of goods. They are measures being taken to stabilize the commodity prices. Regarding this, there are important points in which the entire people including State service personnel are to take part. The points ought to be carried out by the entire people in order to stabilize the commodity prices are: one—each household or each one is to practise thrifty. If they do so, it amounts to stabilizing the commodity prices. Two—every family is to engage in growing vegetables for the household use. By doing so, they can maintain the prices of vegetables and fish & meat and can save money. Three—there have been rumours such as the rise in the prices of this item or that item as regards the increase of salary of State service personnel. And it is required for the people not to believe those rumours. Otherwise, the rumours will bear fruits for unscrupulous persons. At present, the nation produces over 1,000 million baskets of paddy yearly. It is required only 600 million baskets of paddy yearly for 54 million of the nation’s population. It is found that the supply is greater than the demand. Therefore, the people are advised not to believe the rumours manufactured by unscrupulous persons. If the entire people participate in this regard, there is no reason for the commodity prices to rise. The government, on its part, is taking measures to maintain the commodity prices in line with the market-oriented economic system. Hence, the people need to participate in it to stabilize the commodity prices. U Nyein Thu (Mukhin Shudaungt Journal) : Due to the accusations of foreign media, there were suspicions among the public that some members of MPF tortured and bullied the people. Are there any such incidents or not? If such incidents are found, is there any response?. If there is any, to what extent action is taken against those who committed the incidents?. Director-General of MPF Brig-Gen Khin Yi: To answer these questions, I would like to explain the functions of MPF. The MPF is an organization that is implementing the four objectives—taking measures for prevalence of law, ensuring community peace and tranquillity, engaging in elimination of narcotic drugs and serving the interest of the public. They are the long term plan. For successful realization of the plan, MPF has laid down short-term plans and is implementing them. For example, 2004 was designated as changing of the appearance of MPF. And 2005 was designated as changing of the essence of MPF. In the process, the policies of MPF were laid down and work is under way. The 2006 was designated as law enforcement year to be able to change MPF both in appearance and essence. To do so, the participation of the people is indispensable. As far as I know, the police force and the people have become closer and the people give more assistance to the police. I honestly believed that more tasks can be carried out. During the Crime Suppression period major crimes were exposed. The nations of the world acknowledged us that we can undertake the tasks in connection with drug control. The police force prevented the danger against the nation such as penetration of NDD Thein Win group and connections with NLD (LA). Therefore I honestly believed that success has been gained due to information and support of the people. In the website news we find that the people do not support us as we ill-treat them. I think it is because of the broadcast of false news by some media. We read the news on the websites. Among the news the case of Ko Thet Naing Oo is obvious. The case is very simple. He was born and graduated in Kyimyindine. He and his friend Win Myint drank alcohol at his home on 17 March. They drank a bottle and half of Myanmar Whisky which is equivalent to 12 pegs. Each person had six pegs. That amount of alcohol makes a person drunk. They went out to have eggs. At 9 pm they urinated in front of Development Committee Office on Sin-o-dan Street. The township officer stopped them and quarrelled with them. Thet Naing Oo threw stones at the office. After that he returned home and drank. He took out an 18-inch long sword. Win Myint and another person asked him not to go. As he was drunk, he threatened. There was a quarrel when he met two fire brigade members on patrol. The two got hurt on their right arms as he cut them. So he fled by a trishaw on the way. The crowd chased him. When a trishawman named Bayluwa threw with a stick, the trishaw stopped and overturned. He went on running. The crowd followed him shouting thief, thief and he shouted at the people not to follow him. One of the men in the mob named Thangyoung, a trishawman, hit him with a stick and he fractured his skull. After that the police arrived. He was taken to the hospital. The following day, he succumbed to death. That was the real case. But I was surprised to read the news about him on the Internet. It said that a political prisoner was killed after being beaten by the police and the members of the Fire Brigade. This is not a report but a confession and it is true. There was no involvement of the police in the case. His funeral service was held in Htainbin cemetery. Some youth organization paid tribute to him with one-minute silence. His photo was conveyed to the place where his body was burned. At that time. Leaders of 88 student youths were on the phone with BBC, VOA and RFA. In the conversation included Ko Thet Naing was killed due to the ill-treatment of the police and the members of the Fire Brigade. There may be some expenditures after his funeral. Leaders of 88 student youths informed Ko Bo Kyi through telephone of AAPP, a political prisoner care association in Maesot to send K 1 million. They created disturbance with the help of local and foreign links. Our members of Police Forces have a lot of rules and regulations to abide by like members of the Tatmadaw. In addition, Not only are there civil laws but there are codes of conduct of the members of Police Force as well. There are 70 codes of conduct of the Police Force including those prescribed indealing with the public. If a row takes place involving a police member, he faces action under the police code of conduct, civil laws, and administrative action. In accordance with the guidance of Head of the State, plans have been made for transforming the Police Force into an efficient one. The destructionists are making plans to drive a wedge among the people in order to destroy the dignity of the Police Force. So, I would like to express thanks for having a chance to explain the facts. The journalists are requested to disseminate the facts to the public. Information Minister Brig-Gen Kyaw Hsan said in connection with Ko Thet Naing Oo, a young man punched a former student leader in a funeral procession. All must have already known about the case. However, what appeared on the Internet and broadcast by the BBC and VOA was that the person fisted and his group said they (the students group) was confronted with a group ready to attack them. The group added they had to be patient, not to react but to carry on work with political awareness. Actually, the young man who punched the former student was a psychotic patient and also a member of NLD party. He got divorced. We asked the young man why he had done like this. The young man said the former student looked like a man who sexually abused him. That is an actual case and not a fabrication. However, BBC, VOA and Internet invented the false story concerning the above case to trick the people. Director-General of MPF Brig-Gen Khin Yi said that when the minister was clarifying points, he remembered the accusations about the news on the Internet that a political prisoner was punched and fought by members of Police Force and Fire Brigade. He said he did not mean to react personally and it was only to refute. At the time of 1988 unrest, the man fled to the other country and reached KNU after making contact with them through the Minthami Camp and Phaya Thonzu Road.
