The most important distinction in the Budget structure is between current and capital transactions. The idea of separating the budget into two sections, in which current budget, covering current expenditure is to be financed, in principle, by taxation and profit of the State Economic Enterprises. The capital budget, covering the acquisition of new assets in the public sector is to be financed by the surplus of the current budget or / and by borrowing from Domestic or Foreign. Thus, financial budget reflects for flows of financial resources to the public sector.
