National Health Plan (1996-2001)

    The formulation of the National Health Plan had been undertaken as an integrated effort by all the responsible staff of the five departments in the Ministry of Health, together with responsible officials of the health related departments and also in collaboration with responsible personnel of the Non-Governmental Organizations. It has the synchronization of planning process which leads to a more cohesive national plan.

    In implementing the National Health Policy, the Ministry of Health has taken the responsibility of improving the health status of the people, promoting the preventive and curative measures and health rehabilitative activities. The formulation of the National Health Plan (NHP) has taken into account the existing manpower, budget and material to obtain the most effective and beneficial results. The activities have been implemented phase by phase, by time frame and also by region.

    The National Health Plan Steering Committee and the NHP formulation sub-committee were formed with the responsible personnel from the intra and inter ministries, and also from the Non-governmental Organizations (NGOs).

    Based on primary health care approach, the national strategies for Health for All were accelerated in the formulation and implementation of the Peoples Health Plan (1972-82, 1982-86 and 1986-90) and National Health Plan (1991-92, 1993-96).

    In 1996, the Government has formulated the second five year short-term economic plan for (1996-2001) and hence, the National Health Plan (1996-2001) has been formulated in line with the overall national economic plan.
