DIRECTORATE OF INDUSTRIAL SUPERVISION & INSPECTION ( DISI )

BRIEF DESCRIPTION

            The Directorate of Industrial Supervision and Inspection (DISI) is the service rendering organizations under the Ministry of Industry (1).

            It is a reorganization of the Directorate of Regional Industrial Co-ordination and Industrial Inspection (RICI) which was inaugurated in 9th June 1973 by notification No.1 of the Ministry of Industry. As per notification No 52 dated 23rd March 1999, issued by the Ministry of Industry (1), RICI was reorganized as the Directorate of Industrial Supervision and Inspection (DISI).

FUNCTION

            DISI is primarily responsible to:-

-           promote, encourage and foster the development of private industrial enterprises by identifying and responding to their needs and business requirements inspect   industrial enterprises in accordance with the Industrial Enterprise Law;

-           register and supervise the steam boilers in accordance with the Boilers Law; and

-           inspect and supervise electric power generation, transmission and distribution system in private, co-operative and public sectors in accordance with the Electricity Law.

            With the head office at Yangon, it has fifteen State/Divisional offices (officially known as State/Divisional Industrial Supervision & Inspection Directorate) in all the State/Divisional capitals.

The Director General is the head of the organization, holding all the responsibilities and assisted by the Deputy Director General. The Board of Directors executes the policies laid down by the Ministry.

INDUSTRIAL ENTERPRISE LAW

            An industrial enterprise, using any type of power which is three horse-power and above and / or manpower of ten wage-earning workers and above is required to register under this law. An application for registration needs to submit to the respective State/Divisional offices in the prescribed manner.

            The size of private industrial enterprises are categorized as small, medium and large scale. The tenure of registration is one year. Registration fees are K 2000 for small scale, K 3000 for medium scale and K 6000 for large scale, while renewal fees are K.2000 for small scale, K.3000 for medium scale and K.6000 for large scale.

BOILERS LAW

            The Boilers Law was enacted on 31st March 1984 to replace the Boilers Act of 1924. The objectives of the Law are to prevent explosion of boilers, and accidents, damages and loss of life, property, and to use boilers up to the end of the expiry of life and to use the boilers to its full capacity and efficiency.

            Over 1900 boilers are now in use in various industries in Myanmar. Inspection and certification of boilers is made in accordance with the Boilers Law on yearly basis.

ELECTRICITY LAW

            The Electricity Law was enacted in the year 1984 to replace the Electricity Rules 1937. The Law was amended by the State Law and Order Restoration Council Law No.3/90 in the year 1990.

            The Electricity Law primarily aims to supervise electric power generation, transmission; distribution and utilization for the general safety of public. Inspection and approval of all understated electrification is made in accordance with the Electricity Law except for defence and special purposes.

-       high and low voltage power utilization;
-        public buildings, housing estates & industrial complexes;
-        elevators, escalators & electric transportation; and
-        imported and local electrical products;

Electrical inspection also includes competency certification for electricians and electrical engineers.
